Most Singaporeans have not given any thought to how the men in white ripped us off.
Distracted by PAP’s propaganda, many simply cannot imagine the obscene bonuses minister paid themselves: since 2000, total bonuses for ministers likely topped 200 months.
Although PAP has not disclosed ministerial salaries every year, they can be estimated using the ministerial pay formula.
We start off with the confirmed 4 years of outsized bonuses (2000, 2006, 2007 and 2008) as these are figures disclosed by PAP. Bonuses include the 13th month bonus.

In 2008, it was 20.4 months for the President, PM Lee and ministers.
In these 4 years alone, ministers paid themselves a staggering 68.4 months.
(Let’s first compute bonuses from 2000 to 2010 as a different pay formula was applied before the ministerial pay review in 2011)
Before 2011, ministers were paid a Performance Bonus of “Up to 14 months. Good performers typically get 9 months“.
Assuming every PAP minister must have been a good performer, PB – excluding the 4 years mentioned above, would have added 63 months’ bonuses (9 months X 7 years).
Ministers were also paid up to a maximum of 8 months in GDP Bonus. Considering our GDP increased from US$98 billion in 2000 to US$236 billion in 2010, a very conservative estimate of 3 months’ GDP Bonus (excluding the 4 years) would have added 21 months’ bonuses (3 months X 7 years).
Including an estimated AVC of 1 month, ministers would have been paid at least 159 months’ bonuses from 2000 to 2010.As for bonuses post 2011 ministerial pay review, most Singaporeans are under the impression that ministers’ pay was drastically reduced. This is not true because the formula for computing National Bonus (replaced GDP Bonus) allows ministers to earn close to the maximum 6 months.
For example, National Bonus was 5.25 months last year.Including the AVC of 1.5 months, 13-month bonus and typical Performance Bonus of 3 months, ministers were paid an estimated 10.75 months’ bonuses in 2017.
Adding the 2017 bonus to an estimated 159.4 months’ bonuses from 2000 to 2010, ministers earned a total of 170 months’ bonuses.
What about the 6 years from 2011 to 2016?
Even if PAP ministers had earned an impossibly low 6 months’ bonuses each year, recently-retired ministers Lim Swee Say, Lim Hng Kiang and Yaacob Ibrahim would have pocketed at least 200 months’ in bonuses since 2000.
And Singaporeans are supposed to believe that PAP elites are making huge sacrifices to serve the people.
Fixed components of ordinary citizens include 12 monthly pay and a 13-month bonus, total of 13 months. But PAP ministers used to fix their own salary at … 16 months.
Ministers enjoy the 3-month overpayment for many years, removing them only after losing a GRC.
