Town council does not manage estate properly, estate officer MIA?

Below is an email to MP Sapari, Chairman of my town council.

HDB lessees pay a town council to manage our estate but more often than not, the estate officer has gone MIA. Even for obvious issues, estate officers will not take action unless there’s feedback.

Since HDB lessees have refused to speak up, the town council and RC members continue to suka suka install whatever they want at our expense.

An example is the display of numerous RC names at wrong locations. (email below) After feedback, MP Sapari has only rectified “Elias Rise RC”. There are of course other issues.

The town council has wasted hundreds of thousands of our S & CC in constructing meaningless signage which require regular maintenance as well as renaming exercises. (names which residents never used or don’t even know how to pronounce them)

It should not increase S & CC without first cutting down on wastage.

I refer to my email dated 9 June 2016 on the rectification of misleading RC signage (enclosed).

You have not taken my feedback seriously and have not rectified all misleading signage. Only one, ie Elias Rise RC, has been rectified (below).

A signage serves a purpose and there is no reason for the town council to install RC signage hundreds of metres from RCs.

An example:

“Pasir Ris Meridien RC” signage is located prominently along Pasir Ris Drive 1 …

but the RC is some 200 metres away.

Please do not cause confusion and do the necessary rectifications, ie remove “RC” from all misleading signage.

Although you have not replied, I have observed PR-PTC has started rectification works.

The error seems to have been confined to a cluster of RCs in the west, eg this (below)

The error probably resulted from overzealous grassroots members who thought it was right to do so at the expense of residents and taxpayers.

I hope all errors will be rectified in due course without the need for more feedback.

PS

As a professional estate manager, PR-PTC should not have allowed misdirection to continue for more than 2 years. What is so difficult about the removal of signage with former names?

I refer to my feedback to you 3 months ago (enclosed).

It has been confirmed by PA that the town council is responsible for the installation of RC names at inappropriate/wrong locations. The need for such signage is so that “residents could identify the zone they live in”.

This is an incredible reason because none of my fellow residents identify themselves with the zone (the RC) they live in. Worse, some don’t even know the RC names.

We, the residents, identify with the block or location, ie block number, street number, prominent buildings (Loyang Point, Elias Mall, etc). Perhaps all the RC members identify themselves with the zone (the RC) but that’s certainly not true for the majority of residents.

How did the town council come to the conclusion that residents wouldn’t mind paying for such a project? Did the town council conduct any survey prior to the installation of RC signage?

I refer to my feedback on the wastage of tax dollars with regard to the display of RC names at wrong locations (enclosed). It has been more than a month but I have yet to receive a reply.

A mistake has been made by PA/grassroots leaders/town council and the government should not shy away from rectification.

It is meaningless to erect structures with RC names at wrong locations. Going by the same logic, every RC should likewise display their names at any inappropriate locations of their choice. Shouldn’t the name of a town council be displayed at hundreds of locations within the estate under its management?.

I was an RC ‘Observer’ for a number of months many years ago. During meetings, real concerns of residents were never highlighted. These self-serving grassroots leaders had their own ideas about serving residents.

Displaying RC names at prominent locations appears to be one such idea of grassroots leaders. What/who does this serve?

Minister Balakrishnan: “When a mistake is made, just come clean and say so, but don’t cover up.” Tens of thousands of tax dollars have been wasted and those who have erred should come clean and not remain silent.

For our society to progress, there has to be engagement at all levels. When the government can’t or refuses to engage ordinary citizens, something is amiss or the government must be weak.

PM Lee has reminded MPs that they are servants of the people. But by ‘engaging’ with silence and not walking the talk, PM Lee has set the wrong tone for the civil service and all MPs.

I hope this simple issue can be resolved by PA/town council.

PA and MP Sapari don’t seem to be aware of what’s really happening on the ground: grassroots members have wasted tax dollars by suka suka displaying the names of RCs at locations of their choice.

An example:

‘Elias Rise RC’ is displayed at different locations as far as 300 metres from its actual location (indicated on map and photos below)

(2) RC is located at Block 520 and nowhere near Block 502

(3) RC is located beside Pasir Ris Drive 1 and not 300 metres away beside Drive 3

Despite my feedback, PA’s/town council’s errors have yet to be rectified after 3 months.

The PMO should remind PA and MP Sapari not to allow grassroots members to waste tax dollars in future.

If that was true, hundreds of ‘RC’ suffixes would have appeared in each HDB estate.

Since PA has stated that the town council is responsible for the installation, the removal of such improper names should therefore be the responsibility of the town council.

I hope the town council will not waste tax dollars and residents’ S&CC in another improper naming exercise in future.

    PAP town councils are increasing the Service & Conservancy Charges again from June 2017 — at least 10% to 20% increase. The writing has been on the wall for many months with PAP insisting in the news for town councils to contribute to a Lift Maintenance Fund and higher portion of monthly S&CC to be set aside for lift maintenance & upgrading. Never mind that all along there has been lack of transparency & accountability in town councils’ hundreds of millions worth of sinking funds and how many years worth of “backup” has already been built up in the sinking funds, and how the money have been managed & used over the years.

    I living at Tanjong Pagar Plaza Blk 5. Our whole block corridor lights are turned on 24 hours. Past 4 years I have called town council officer in charge who seem to be ever changing. All tell me same story SWITCH BROKEN but they remember to keep increasing our conservancy charges and get us yearly best managed town awards for doing this service of a shining block even during broad daylight. Do visit this block it shines like hundreds of stars during daytime perfect for tourists.

    Secondly even the town council officers did not know that the small park is the birthplace of our Nationsl flower. It sits just one metre from Duxton Plain Park. Maintenance of Duxton Plain Park is by NParks and our National Flower birthplace park named Orchid Park is maintained using our old majority 3-rm estate conservancy fees. I raised this matter to the TOP also fall on deaf ears.

    Go checkout how responsible is the front of our block maintained as it sits in front of hazardous loading unloading Bay. Our corridors are daily strewn with cardboard boxes, newspapers stacked overnight awaiting hours b4 distribution and also many fruits baskets laden full of pineapples watermelons etc. All left overnight in our ground floor 5 foot way. Aren’t these food items supported to be stored INSIDE the fruit juice stall? he rented the whole unit from owner divided and sublet two thirds to 2 others and extended his operations to cover half of our 5-ft way. When he receive letter to clear up he go see MP and he is not even the. Owner Nor a resident but he dirty our estate.

    Now got no place to post comments except here. What happened to our singapore last time we raise up at least there is some action now all say they only deliver message or looking into feedback.

    We are remained almost daily to save precious energy and recycle our trash yet this estate has clearly gone to the dogs BREAK MY HEART come live here and walk down the block will you feel proud? See if NTUC practice any responsible care.

    Lastly checkout the RC list which has so many names all the same year in and out but members no longer attend some abroad but how come still on list. Stand up for singapore how to when the oldies jealously guard their posts like it’s an all powerful tool for getting some perks. ever wondered why no young blood? Not because they dun wanna join.

      Please don’t be disheartened as there is a solution.
      I have written hundreds of emails to ministers, perm secs, MPs, stat board CEOs, etc @ https://likedatosocanmeh.wordpress.com/category/email-to-pm-leeministersgovt/
      Dont bother to engage your TC anymore since you have confirmed they have not taken action on your feedback for 4 years. Let them know you are no longer will to tolerate nonsense any longer.
      Write to the MND minister or perm sec with a few photos attached and similar to what I have done, copy your feedback to PM Lee, newspapers, social media and friends.
      State the names of TC officers you have engaged and other relevant details.
      After you have sent your feedback, your TC will be contacting you instead of you begging them to do their job.
      Apology if I have no time to explain to you the issues I have tackled with positive outcomes. Will dedicate a post on how to tackle these jiak liao bee people soon.
      Don’t write your feedback in an emotional state of mind and get someone to read through before sending it. All the best. 🙂
