Dear PM Lee

I refer to my correspondence with Mr Mohamad Noh (enclosed).

Mr Noh had replied to me on 28 July last year and said “we are still working on your case” and “we will get back to you as soon as possible”.

He had therefore agreed that my queries were unanswered but did not bother to reply – for more than 5 months – until my reminder email on 21 January.

However, Mr Noh has turned around and claimed that “We have replied to you and provided an explanation on similar matters on several occasions”. If he had, why did he promise to “get back to you as soon as possible” in his email dated 28 July?

Where is the basic courtesy of civil servants or are they masters of taxpayers?

In view of their heavy responsibilities and hectic routine, do ministers (ministers of state are also ministers) ‘moonlight’ as company directors? Most Singaporeans don’t think so and this was earlier confirmed by PSD when it said “Other than GIC, permission has not been granted for any of the current Ministers to serve as a director of any public or private company”. The reason for disallowing ministers with full plates to take on additional obligations is obvious.

It was therefore quite shocking to discover Senior Minister of State Heng Chee How has been a director of NTUC Income since 2012. Besides earning an MP allowance, salary and bonuses and town councilor’s allowance, a minister also earns director’s fee .

Mr Noh could have simply confirmed what was by then already obvious but has chosen to be evasive and impolite. He could have also feedback to the government that such information needs to be publicly disclosed and that it’s unproductive to respond to individual queries.

I hope Mr Noh’s conduct is an exception as I have corresponded with many civil servants who were unlike Mr Noh.

It has been a disappointment but I will not pursue this issue further.

Thank you for your reply.

In an earlier correspondence, PSD stated that “Other than GIC, permission has not been granted for any of the current Ministers to serve as a director of any public or private company”.

It appears PSD has erred because Senior Minister of State (PMO) Heng Chee How has been a director of NTUC Income since 2012. Minister Heng was paid a director’s fee amounting to $41,500 in the last financial year. Please clarify.

From my understanding, the total pay a minister/MOS/SMOS receives could consist of:

1 Salary

2 MP allowance

3 Director’s fee

4 Town councilor’s allowance

Do ministers earn income aside from those listed above? Are there other ministers besides SMOS Heng Chee How holding directorships in other companies?

I am just an ordinary citizen trying to understand our extremely complex remuneration system.

I would appreciate if you could direct me to the source of information pertaining to public servants’ remuneration. There would then be no need for me to query PSD so frequently.

You have previously put in similar queries to us. As shared in our earlier correspondences, public officers can be appointed on the board of a statutory board, or government-linked companies. They do not receive any director’s fees when the appointment is considered part of their primary jobs. In instances where appointments entail responsibilities in addition to their primary jobs, they will only be eligible to receive a percentage of the director’s fees. Public officers are paid only one pay package, even when they hold more than one appointment.

We hope this addresses your question. Also, as we have shared this information with you on a number of occasions, we will consider this issue resolved.

Does she receive the salary of:

– a CEO,

– Deputy Secretary or

– both?

2. Do civil servants receive any fee/remuneration as members of statutory boards such as Tote board, JTC, etc?
