Cat lovers should take note that HDB Board, as the only legal owner of all HDB flats, has the right to ban any animal it wants.
How the cat ban came about nobody really knows but the reasons given by HDB are plain stupid. In some ways, issues created by dogs could be worse than cats.
The HDB cat ban has seldom been enforced because statutory boards like HDB works on that basis of complaints. If the cat ban is enforced, won’t there be thousands of homeless cats? Are they all supposed to set up tents at Changi or East Coast beach?
HDB officers should review HDB rules and not assume that they are cast in stone. 20 years ago without the internet, HDB would have gotten away by simply writing a threatening letter. But times have changed.
Cat lovers should group themselves and challenge the HDB on this archaic no sense rule. Although HDB Board is the only legal owner of our flats and can suka suka dictate which animal residents are allowed to keep as pets, persistence should pay off.
