20140122 The rich exempted from foreigner quota

Recently, the government belatedly (again reactive, no planning) introduced a quota of 11 per cent per HDB block to limit the formation of “foreigner enclaves” in HDB blocks. http://www.propertyguru.com.sg/property-management-news/2014/1/37180/move-to-prevent-foreigner-enclaves-

Question: Why are condominiums exempted from this policy?

In the Tanjong Rhu area, there are about 30 per cent foreigners are from India. Worse, about 60 per cent of tenants in Melville Park condo in Simei are also from India.

There appears to be some double standard in the implementation of government policy. Perhaps only the poor and ordinary folks form enclaves. For rich foreigners, maybe they are referred to as Tanjong Rhu Indian Country Club/Melville Park Indian Country Club, etc.
