20131127 MOE’s “every school a good school” identical to Northern Irelands’s

“Every school a good school” (ESaGS) was launched by Northern Ireland’s former Education Minister Catriona Ruane on 30 April 2009. link

A year earlier in 2008, there was also a consultation document. Consultation Document 2008

MOE’s ESaGS bears exact wording

MOE’s ESaGS was also widely reported in the press here, and here. The MOE had even organised a contest.

On 26 Nov, it was reported that China also has plans for every school to be a good school! Very soon, there will be a good school in every part of the world.

Has the MOE run out of vocab and has to choose the exact words used by Northern Ireland 5 years ago?
