Dear Philip,Please refer to your emails to my Chairman Dr Teo concerning the productivity and pay of the conservancy workers under JRP.
The Job Recreation Programme JRP was introduced in 2007 by the15 PAP managed Town Councils to specifically help our conservancy workers to improve productivity, to raise the cleaning quality through training & skills upgrading and to earn better pay wages.

We have introduced some improvements to the way we buy our conservancy services. Under the JRP, all conservancy contractors are required to send their workers for training under the WSQ (Environmental Cleaning) course. Once the workers complete the training, the training certificates will be issued by WDA to the workers and a copy will be kept by the Town Councils.

Since 2007, our record shows that more than 1700 local cleaners are already certified WSQ conservancy workers.

With regards to their salary, currently 9 out of 10 of the workers are drawing $1000 or more for full time work i.e. 8 hours per day while part-time trained conservancy workers are drawing $500 for 4 hours workday. The other 10% not receiving $1000 is due to turnover of staff and new staff on trial period.

In addition to the above, as responsible buyer of conservancy services, the Town Councils require our conservancy contractors to have employment contracts with the workers with good employment conditions such as medical leave, annual leave, 51/2 days work week and as well as the salary amount stipulated at the time of employment . This is the safeguard the interests of the workers.

In the coming months, we will continue to do more for our conservancy workers to help them to progressively earn more.

Dear PM Lee
I refer to my feedback dated 16 July. (enclosed)
The government says it wants to engage but has again failed to do so.
Dr Teo Ho Pin had spearheaded the Job Re-creation Programme four years ago.  It is shocking that he does not keep track of its progress.
Unless I am corrected, I shall conclude that the outcome of (JRP) improving the productivity and pay of cleaners in public housing estates has been embarrassing at best.
CNA article stated that “all 17 cleaning contractors under the 15 PAP town councils have adopted the recommended wage of at least S$1,000 per month for their WSQ trained full-time cleaners”.
Without any supporting figures, this could mislead readers into concluding most full time cleaners have received WSQ training and are earning salaries above $1000.
Statements by government officials must be supported by figures.  They are no longer accepted blindly.  The longer the government continues with its present approach, the more trust will be eroded.
The government is poor at engagement because of its past condescending attitude. In its attempt to engage the public, please bear in mind that it has to be upfront and not sidestep issues.  Otherwise, they may get blown all out of proportion on social media.  When mistakes have been made, acknowledge them and move on. 
Please relook the government’s engagement process.

My query to Dr Teo was:

– the number and percentage of cleaners who have attended the 94 –122 hour WSQ Certificate in Environmental Cleaning course.

– the number and percentage of cleaners earning above $1000 per month.

The above questions were with reference to a CNA article which highlighted PAP Town Councils’ proactive efforts in raising the salaries of its conservancy workers through increased productivity.

I would appreciate if you could reply.

It was reported that Dr Teo spearheaded the Town Council Job Re-creation Programme (JRP) for conservancy works four years ago.

After four years of improving the productivity and pay of cleaners via the JRP, it would be reasonable to expect a higher percentage of cleaners to earn salaries of above $1000.

The article did not mention 2 important pieces of information i.e.

– the number and percentage of cleaners who have attended the 94 –122 hour WSQ Certificate in Environmental Cleaning course.

– the number and percentage of cleaners earning above $1000 per month.
