2 I am sorry the PSD still does not understand the crux of problem in most of my emails. It is not just about illegal parking of bicycles per se, road signages per se, enforcement action per se etc.
3 I have observed a systemic problem – over reliance on contractors and little, or no, post work checks. There appears to be very few, or no, officers on the ground so how is enforcement carried out? All the problems are also the result of the civil service officers turning a blind eye over the years. They obviously had the blessings of their superiors.
4 The easiest solution which the PSD is proposing is to finger point the rank and file. What about the management level which has been totally blind as to what has been happening?
5 I have suggested numerous times that managers need to be on the ground regularly to experience first-hand PS 21. This would go a long way in addressing the issue.
6 Enclosed is a recent email which I forgot to cc to you. In order that the government understands the reality of our PS 21, I will be emailing more of such feedback.
